Jacob Riley Jr is exempt from the payment of a poll Tax.

Wednesday Morning 10 O’Clock, 24th February 1790, Court met according to Adjournment. Present: Wm Watters, Wm Nunn, Jonathan Lindley, Nicholas Gibbs} Esqrs.

Richard Gautier Esq came into Court & produced a Licence Signed by the Hon the Judges of the Superior Court authorizing him to practice as an Attorney at Law in any Court within this State, Which Licence being read, Ordered therefore that the said Richard Gautier be admited to practice in at this Court accordingly.

Ordered that Wm Gwinn be allow’d to keep a ferry at the Shallow ford over haw river & that the same become a public ferry and the same said Wm Gwinn entered into Bond with Andrew Gibson & Wm Rogers Sec’ys according to Law.

On Motion of Joseph Taylor esq, Ordered that a base born child delivered by Mary Combe and charg’d by the said Mary Combe to the ?? James Miller of Orange County, be brought into Court immediately that the Court may take order further orders thereabout. [See Bastardy Bonds, images 456, 460, 469 & 481.]

Ordered that Wm Gwinn be allowed the following ferry Rates, to Wit:

On a the return of a Habeas Corpus directed to the Sheriff of Orange County to bring into Court a base born Child in the care of [blank] Williams, and the bringing in of the Child, Ordered that the said Child be delivered to Mary Combe Its mother the mother of said child. [See Bastardy Bonds, images 456, 460, 469 & 481.]

Thomas Tate is appointed Overseer of the road from Hammiltons Creek to back Creek in the room of Ro Faucet.

William King is appointed overseer of the road from the flat rock to the fork of the old road in the big meadows in the room of Charles King.

A paper Writing Purporting to be the last Will and Testament of Jno Vance Dec’d was exhibited to this Court by Maj’r Geo Doherty and Doctor John Umstead the Exrs therein named were requested to qualify and take upon the Execution of said Will or otherwise to refuse the same and the said Geo Doherty and Jno Umstead in open Court refuses the Executorship. Petition proferd by John Elliot esq for a Bridge over Enoe river opposite Hillsboro & ordered that John Elliot be allowed the Sum of fifteen pounds in addition to what he has already rec’d.

69. Peter V Williamson vs Thomas Brooks} Same Jury as in No [blank] Sworn - find a Verdict for the plaintiff £0.18.0 & Costs.

Ordered that the Clerk be allowed the sum of Forty five pounds for his Ex officio services Samuel Benton Clerk of Orange County for the Year 1789 & that the County Treasurer pay the same.

Ordered that Letter ad Collegendum Bona defunctis be Granted to Robert Ferguson of the town of Hillsbo on the estate of John Vance Dec’d & that he Give Bond & sufficient Sec’y in the sum of £100 &c. The Court approves of Jno Nichols esq & Henry Thompson Sec’y for Ro Ferguson. Letters issued.

[OCPQS 4/268 - Feb 1790]

Licence is Granted Henry Thompson to keep a Tavern in the Town of Hillsbo. Jno G Rencher & James Baldridge are deemed sufficient Sec’ys.

Ordered that the following Jury mark off & lay out a new road as follows

On a petition for the a new road from the Caswell County line where a new road from Pains Tavern stops to the County line road, by Luke Pendergrass into and with an oald road which leads to the high rock of Haw river, Ordered that the following Jury or any twelve of them lay off & mark out the same, to Wit: James Forrest, Joseph Thompson, Andrew McClary, Bozzel Davis, Samuel Ector, Thomas Bird, Wm Murray, Walter Morrow, James Murray Stiller, Luke Pendergrass, Jno Barnhill, Thomas Lynch, Wm Baley, Obediah Martin, Joel Corder, James Anthony, Joseph Tate & Geo Fossett and that they report to the next Court. NB The Court leaves this because of discretion with the Jury. If they or any twelve of them thinks the road will be of public Utillity they will proceed agreable to the order. On a petition for the turning the the new road

Whereas Samuel Patten and others exhibited their petition to this Court seting forth that a new road has lately been opened through a trac of Land of the said Samuel Patten much to the injury of him the said Samuel, and that a road open above the ??? road have opened on the East said of the said Samuels plantation would tend equally to the advantage & Convenience of the Public and much to the less injury of the said Samuel, Ordered therefore that the following Jury or any twelve of them mark out and lay off an other road, on the East side of the sd Sam’l plantation a new road instead of the present one agreable to the prayer of his petition & that the said Jury report to the next Court to Wit: Wm Tate, James Roney, Wm Mebane, Jno Smith, James Mebane, Alexander Kirkpatrick, Joseph Baker, Samuel McAdams, Richard Christmas, James McAdams, Wm Rany, Wm Scott, Robert Patten, James Turner, Geo Johnston, David Mebane and that the said Jury report to the next Court. [OCPQS 4/271 - Feb 1790]

Administration of the estate of Arthur Mangom Dec’d is Granted to Jno Carrington. Ordered that he give Bond with Sec’y in the sum of Two thousand pounds for the discharge of his duty as Admr.  [See also administration OCPQS 4/282.]

It appearing to this Court that Geo Johnston has listed 1250 acres of Land more than he was liable to pay taxes for at the time he the said Geo Johnston listed the same, Ordered that the said Collector therefore forbear Collecting taxes from the said Geo for on that quantity of Land.

It appearing to this Court that Mathew McCauley has listed 1250 acres of Land more than he was liable to pay taxes for at the time he the said Mathew McCauley listed the same, Ordered therefore that the Collector forbear Collecting a tax of the said Mathew On that quantity of Land.

Sterling Harris, Wm Lytle & David Ray are appointed to assess the taxable property in the town of Hillsbo for the year.

Mathew Cates is appointed overseer of the road from Barnet Grimes to Wm Grimes in the room of Wm Walker.

James McCulloch is appointed Overseer of the road in the room of Jno McCanlis from Caswell line to James Clarks lane.

Wm McCauley esq is unanimously elected Sheriff of Orange County for the ensuing year.

Ordered that Robert Ray the reputed father of a child illegitimate by ???? born of the body of Elizabeth James pay unto the said Elizabeth £20 in 5 annual payments, that is to say four pounds to be paid in May 1791, four pounds to be paid May 1792, four pounds in May 1793 & other four pounds to be paid in May 1794 and that the said Ro Ray enter into Bond with Security to keep the Parish indemnified by reason of the said Child. License is Granted to Andrew Patterson to keep a Tavern at his dwelling house at little River who enters into Bond with Wm McCauley his Sec’y agreable to Law.

Wm McCauley esq Shff &C came into Court & took takes the oaths prescribed for the publication Qualification of public officers & the Oath of Office & enters into Bond with Mathew McCauley, Geo Long, Sam’l Craig, George Johnston & Abraham Allen Securities ageable to Law.

Dan’l Watson is appointed overseer of the road from Wm Rhodes to Anderson Comers old place in the room of Sam’l Shepperd. Ordered that the following persons with their hands work on the said road & keep the same in Good Repair, to wit: Peter House, Charles Roan, Christopher Dannel, Rover Dannel, Jno Hinsto?, Samuel Merrit, Dan’l Watson Jr, Mark Picket, Abraham Anderson, Thornbury Anderson, Patterson Dannel, Samuel Shepperd & Willie Merrit.

Ordered that Hugh Philips son of James Philips who is now 16 years of age be bound to Geo Madden to learn the art & mistery of a black Smith & that he continue his apprenticeship until he arrive the age of 21 years. 3. Michael Henry vs James Lundy} Debt. Wm Lytle esq being call’d into Court and ask’d whether he will take administration on the estate of Arch’d Lytle dec’d, refuses the same.

Ro Horner is excused from the payment of a poll tax by reason of his being maimed.

Ro Dickins vs Tho Burks Exrs} Case. Same Jury as in No 3 sworn, find a verd’t for the plaintiff for £49.12.8 ½ & Costs.

Ordered that the Collector forbear to Collect the tax on one poll from Jno Allen he being overcharg’d to that amo.

Ordered that a Mulatto child of the name of Vincey Wade of the age of eight years be bound to James Noey to learn the art of a Spinstress until she arrive to lawfull age. [See Apprentice Bonds, image 175 which calls her Vincey Woode.]

Ordered that two Mullatto children one call’d Milley Henderson now of the age of nine years & Fielding Henderson of the age of three years be bound to Henry Martin till they arrive to full age. [See Apprentice Bonds, image 177 which is the bond for Milley only.]

On a Petition of a Number of the Inhabitants of this County praying leave for Isaac Hicks to build a mill over the river Enoe about two miles above the lines of Orange County. Ordered that the said Isaac Hicks have leave to build a Water Grist mill over the the said river at the place aforesaid, and that the said mill when built, become a public mill. [But this order was rescinded at OCPQS 4/322, but reinstated at OCPQS 4/340.]

Ordered that the new road opened by Henry O’Dannel and the hand under him between Ellinor Moores & James Tinnens become a public road, and that the said Henry O’Dannel with the Hands under him keep the same in good repair.

9. The State vs Rob’t Ferguson} Ind’t. Jury sworn, to Wit: Jno Estis, Jno Thompson, Jno Cabe, James Craig, Stephen Hart, Caleb Harvey, Wm Burns, Edmond Jones, Dan’l Booth, Sam’l Torrentine, Walter Alves, Dav’d Allison - find the Def’t Guilty as charg’d in the Bill of Indictment.

8. The State vs Wm Riley} Ind’t petit Larc. Same Jury as above sworn, find the Defendant not Guilty, Ordered that ??? pay the Costs of this pro.

Wm Watters, Jno Nichols & Wm Lytle esqrs have adjusted the acco of James Hogg Exr of Tho Burke esq dec’d return the same into Court which is ordered to be Recorded.

On motion of Jos Taylor esq Atto &c, Ordered that a certiorari issue to Rob’t Campbell esq, ??? Green Constable and George Dannel to bring up the ???? Judgmt &c was tried by the said Rob’t Campbell esq between he said Geo Dannel and the adm of James ??? Dec’d.
