A Commission being produced here to the Court from under the hand of his Excellency Benj Williams Esq Governor bearing the date 17th December 1799, Appointing and authorizing the quallification of Absalum Tatom, Samuel Benton, James Walker & Richard Cockran as Justices of the Pease in and for the County of Orange. The said Absalum Tatom & James Walker two of the persons named in the said Commission appeared and took the oaths necessary for the quallification of public officers, and also the oath of office & took their Seats.

John Hogg appeared in open Court & produced a Commission bearing date 29th December last past from his Excellency Benjamin Williams Esq Governor of the State to act as Notable & Tabetion[?] Public in and for the County of Orange, and on motion having obtained leave took the Several oaths prescribed by Law for the quallification of public officers. Ordered that the same be certified by the Clerk on the said Commission.

NB John Christwell & John Flintham two of the original pannel appeared in Court and who were fined for their non appearance have appear’d and are excused.

On motion, Mrs Mary Doherty is appointed Guardian to Ellinor Doherty daughter of the said Mary and she enters into Bond with [blank] her Sec’y in the sum of £[blank]

Mary Doherty is also appointed Guardian to Frances Doherty her daughter and she enters into Bond with [blank] her Sec’y in the sum of £[blank]. [See also litigation OCPQS 4/352, accounting OCPQS 4/483, accounting OCPQS 4/593 & OCPQS 6/414.]

Ordered that in future the two first days of the Term be set apart for the trial of civil causes including Appeals, That the State business shall commence on the second day of the Term if the business on the trial Docket be finish’d, but the civil to be preferred to the State business on the second day, and that the third day be set apart for finishing the State business and that all persons bound in recognizance or summoned on State business attend on the second day of the Term, That the fourth day be for argument, appointing of officers, overseers of roads and other County business.

In the matter of Rachel a molatto woman, Billy her son and Sukey her daughter, molattoes formerly the property of Wm Freeman late of Bertie County dec’d, on the petition of Frances Child widow, and Mary Doherty widow, children & representatives of the said Wm Freeman Dec’d, petitioners against Robert Freeman Defendant. On hearing the petition of said Frances & Mary, praying the said Rachel, Billy & Sukey now residing in the County of Orange, formerly slaves of the said Wm Freeman Dec’d be set free. It being duly prov’d & made appear to the Satisfaction of this Court that the said Molatto Woman Rachel, mother of the said Molatto children Billy & Sukey has performed meritorious services to her master, the said William Freeman Dec’d and that he had in consequence thereof, left her and all her children clear & free from bondage & slavery forever by his last Will & testament duly executed & prov’d. And the said Rachel being indentified by proof and the said Billey & Sukey shewn to be her children, and thereby entitled to freedom. And Robert Freeman son of the said William Dec’d and Executor of him the said William’s last will and testament, having been duly served with a Copy of the petition, and having appeared thereto by his council, & having fail’d to answer thereto the same was heretofore taken pro confesso and appointed to be heard at this Term Ex parte, and the said Robert also now failing to put in his answer or shew any cause, It is ordered, adjudged & declared by this Court now that the said Molatto woman Rachel hath performed meritorious services toward her master, the said William Freeman & that she the said Rachel & her children, the said Billy & Suky,

be set free & liberated from all bondage & slavery whatsoever and they & each of them are licenced by the Court to go at large as free persons with all the rights and privileges belonging to free persons of colour, and that they shall be known by the names of Rachel Joel, Billy Joel & Sukey Joel and that the Defendant Robert Freeman pay the full costs of the Suit. The Execution of a Deed from John Carrigan & his wife Rachel to Samuel Benton was duly acknowledged in open Court by the said John Carrigan and the said Rachel at the same time acknowl relinquished her right of Dower in the said Land before Sterling Harris & James Walker Esqr on the bench who were appointed by the Court privately to examine her. John Taylor Esquire appearing in open Court intoxicated with liquor and having shewn and committed great contempt to the authority of the Court sitting in its judicial cap[a]city particularly in seizing and assaulting Absolam Tatom Esquire one of the Justices of said Court, then sitting on the Bench and in the exercise of his office of a Justice of the said Court that the said John Taylor be fined in the sum of ten pounds and that he be committed to close custody in the Goal of this County until the end of this present Term without bail or main prize & from thence continually afterwards untill the said fine and all costs be paid.

Ordered that Jane Manos [Minnis?] of the age of about five years and the child of John Manos who hath deserted his family be bound to Charles Stout until she arrives to Lawful age. [See Apprentice Bonds, image 430.]

Administration of the Estate of Christopher Wright Rike Dec’d is Granted to Frankey Wright Rike & Christian Lewis Rike the widow & son of the Dec’d who enters into Bond with Hugh Lovins & Michael Charles her Sec’ys in the sum of £300 & quallifies accordingly. Ordered that the keepers of toll Bridges & Public ferries in the County appear at next Court and give bond & Sec’y for the discharge of their duty as the Law requires and that the Sheriff of Orange give notice of this Order.

License is Granted to John Carrington Junr to keep a tavern at his dweling house on the road leading from Hillsbo to Wm Cains & enters into Bond with John Woods Shff & Jo Brittain.
